Biennial “I Voted” Sticker Design Contest Has Started in Cape Girardeau County
The Cape Girardeau County Clerkâs Office announces the start of the biennial âI Votedâ Sticker Design Contest. The contest is open to all Cape Girardeau County residents and the winning design will be used as the official âI Votedâ sticker distributed at the polls during the 2024-2025 elections.
This is the fourth âI Votedâ Sticker Design Contest that has been held in Cape Girardeau County. The first contest was held in 2017 when Jackson High School Senior Lydia Riehnâs design was chosen as the official âI Votedâ sticker for 2018-2019 election years. Jackson resident Brian Hahsâ design won the contest held in 2019 for the 2020-2021 election years. Cape resident Lydia Stricklandsâ design won the most recent contest held in 2021 for the 2022-2023 election years.
âWe are excited to hold the sticker design contest again,â said County Clerk Kara Clark Summers. âOur goal is to encourage county residents to participate civically by using their creative talents.â
After all designs have been submitted, finalists will be selected by a panel of judges. Judging will be based on the artistic skill, theme, and uniqueness of the design. The Cape Girardeau County Clerkâs Office will then hold an online public vote to allow residents of the County to have input on their favorite design.
âI am excited to see the submitted designs and looking forward to another new âI Votedâ sticker unique to our County,â added Summers.
Contestants must agree to the Official Rules of the contest and submit their designs by completing a Design Entry Form. All submissions must be made electronically by 5:00 PM on November 3, 2023. More information is available on the County Clerkâs website at www.capecountyvotes.com.

New Law Changes for the November 8, 2022 General Election – Photo ID Required
Photo ID Requirements
To vote in person, voters will need to show a Missouri Driver’s or Nondriver’s license, U.S. Passport, or military ID. If you don’t have one of these IDs, you can still vote a provisional ballot, which will be counted if you come back to your polling place on Election Day with your photo ID or if your signature matches the signature on your voter registration record.
If you need help getting a photo ID, the Secretary of State’s Office can help you.
New No-Excuse Absentee Voting Period
Any registered voter can vote in person at the County Clerk’s Main or Satellite Office from 8:00 am â 4:30 pm beginning October 25th through November 7th. The offices will be open on Saturday, November 5 from 8am to 12pm.

Absentee voters that will be out of town, illness or disability can request a ballot by mail. Mailed absentee ballots can be requested until 5PM October 26, 2022.
Important Election Notices – 2022 Primary Election
PUBLIC TESTING OF AUTOMATIC TABULATION EQUIPMENT
Notice is hereby given that a public test of the automatic tabulating equipment to be used for the August 2, 2022 Primary Election will be given at the County Administration Building, #1 Barton Square, Jackson, Missouri on:
July 19, 2022 at 9:00 a.m. for Polling Location Equipment
**Testing will resume the following day if needed**
The test will be observed by at least two persons designated by the election authority, one from each major political party, and will be open to representatives of the political parties, candidates, the news media, and the public.
The test will ascertain that the equipment is in compliance with the law and that it will correctly count the votes cast for all offices and on all questions. The test will be conducted by processing a preaudited group of ballots.  If any error is detected, the cause shall be ascertained and corrected, and an errorless count shall be made before the tabulating equipment is approved.

VERIFICATION BOARD AND CERTIFICATION OF ELECTION RESULTS
Notice is hereby given that Kara Clark Summers, Election Authority for Cape Girardeau County, will convene the Verification Board for the August 2, 2022 Primary Election at the County Administration Building, # 1 Barton Square, Jackson, MO 63755.
The verification and certification process will be completed by a bi-partisan team of election judges and will take place on:
Friday, August 5, 2022 at 10:00 a.m.
The tentative agenda of the meeting includes convening the board, oath of election judge, random selection of precincts for manual recount, verification of the count and certification of election results, post-test of tabulation equipment, and adjournment.

Public Notice, Board of Equalization Assessment Appeal Process
Public Notice is hereby given that the Cape Girardeau County Board of Equalization will convene on Monday, July 18, 2022. Appeals to the Board are due before July 11, 2022.
Taxpayers who DO NOT reach an agreement with the County Assessor and want to appeal must:
- File a written appeal before July 11, 2022.

Cape Girardeau County Clerkâs Office to Mail New Voter Identification Cards
Cape Girardeau County, Missouri â The Cape Girardeau County Clerkâs Office will mail new 2022-23 Voter Identification Cards to Cape Girardeau County registered voters within the next few days in conjunction with canvassing the voter rolls as required by state and federal laws. The 5 Â― inch by 8 Â― inch identification cards are perforated to fold to wallet size.
The new identification card replaces all previously issued cards and lists your name, address, polling place, precinct, and the units of government in which you are entitled to vote. Please carefully check your address and spelling of your name on the card and contact the County Clerkâs Office if there are errors. If you have moved or changed your name you must update your voter registration record.
With the delay of the 2020 Census and redistricting of legislative districts, the new Voter Identification Cards will not list votersâ new legislative districts. Once new districts are finalized, voters will be notified if their legislative districts have changed.
Registered voters in Cape Girardeau County who do not receive a new Voter Identification Card by the end of March should contact the County Clerkâs Office at (573)243-3547.
