City of Cape Girardeau Council Election Process and Timeline
September 25, 2023 – Nominating Petitions available in the Office of the City Clerk at City Hall 44 North Lorimier, Cape Girardeau
October 24, 2023- Filing of Nominating Petitions opens at City Hall at 8 a.m.
November 21, 2023 – Filing closes
February 6, 2024 – Primary Election IF more than two candidates file for any one office
April 2, 2024 – General Election
Local Municipal Offices – April 2, 2024 General Municipal Election
When to File:
Filing begins on Tuesday, December 5, 2023 at 8:00 a.m.
Filing ends on Tuesday, December 26, 2023 at 5:00 p.m.

Candidates for the Cape Special Road District will file at:

County Administration Building

Candidates for all other political subdivisions (municipalities, school districts, fire districts, water districts) within the County will file with the respective political subdivision. Please contact the respective political subdivision for filing dates and open positions.
How to File:
To appear as a candidate on the ballot, candidates must do the following at the appropriate filing location during the filing period:
- Show identification;
- File a Declaration of Candidacy;
- Complete the Form 5120 Candidateâs Affidavit of Tax Payments for the Department of Revenue; and
- Complete the Notice to Candidate for the Missouri Ethics Commission.
- Candidates for Fire District Board of Directors Only: submit a $50.00 filing fee.

County Offices – August 6, 2024 Primary Election
When to File:
Filing begins on Tuesday, February 27, 2024 at 8:00 a.m.
Filing ends on Tuesday, March 26, 2024 at 5:00 p.m.

Filing will take place for the following County Offices:
Associate Commissioner, District 1

County Office Candidate Qualifications
Ballot Placement:
First day filers will select a number by random drawing to determine placement on the primary ballot. After the first day, candidates are placed on the ballot in the order of their filing.
How to File:
To appear as a candidate for nomination on the primary ballot, candidates must do the following at the County Clerkâs office during the filing period:
- Show identification;
- Submit a $100.00 filing fee (cash or check) payable to the County Committee for the Political Party in which they are filing;
- File a Declaration of Candidacy;
- Complete the Form 5120 Candidateâs Affidavit of Tax Payments for the Department of Revenue; and
- Complete the Notice to Candidate for the Missouri Ethics Commission.
Independent Candidates:
Individuals interested in filing as an independent candidate for Cape Girardeau County Elected Offices must do so by filing a petition with the Cape Girardeau County Clerkâs Office by 5:00 p.m. on July 29, 2024. The petition shall be signed by the number of registered voters in the district or county which is equal to at least two percent of the total number of voters who voted at the last election for candidates for the office being sought or is equal to ten thousand voters, whichever is less. The name of each person who files a valid petition for nomination as an independent candidate will be placed on the ballot at the November 5, 2024 General Election as an independent candidate
Political Party Committeemen/women – August 6, 2024 Primary Election
When to File:
Filing begins on Tuesday, February 27, 2024 at 8:00 a.m.
Filing ends on Tuesday, March 26, 2024 at 5:00 p.m.

Committeeman/woman Qualifications
Ballot Placement:
First day filers will select a number by random drawing to determine placement on the ballot. After the first day, candidates are placed on the ballot in the order of their filing. A candidate will only appear on the ballot if another candidate files for the same precinct, ward, or township in the same political party. One committeeman and one committeewoman may be elected from each political party for each precinct, township, or ward district.
How to File:
To file as a candidate for committeeperson, you must do the following at the County Clerkâs office during the filing period:
- Show identification;
- File a Declaration of Candidacy; and
- Complete the Notice to Candidate for the Missouri Ethics Commission.
