HISTORY OF THE PROSECUTOR'S OFFICE


FRANK E. BURROUGH
1891 - 1892

Frank E. Burrough was the sixth prosecuting attorney of Cape Girardeau County, born in Cape Girardeau on February 19, 1865. His father, Jacob H. Burrough, was a lawyer and the first President of the Board of Regents of Southeast Missouri Normal School. Frank graduated from Southeast Missouri Normal School in 1883 and from the University of Michigan law school in 1885. He served one term as prosecuting attorney and served as Cape Girardeau Common Pleas Judge from 1897 to 1901. He took pride that while he was prosecutor no indictment he drew was ever quashed. Honest, eloquent and earnest, he "seemed never to forget anything that he had read." After returning to private practice, he contracted pneumonia during a trial in Farmington and died a few days later, December 9, 1903 at age 38. The Cape Girardeau Democrat reported that "the entire population was stunned by the blow."
